Found the steering gear broken inside. Someone really forced the wheel to turn and broke the secondary (short vertical) shaft. Of course the steering cable was rusted together inside so the cable wasn't going to move. Now need source for new gear?

Found some subs at home depot with Phillips flat head ss 6-1 mm x 60mm -Everbuilt machine screw, part number 757545 for around $1.75 each.
