My 2001 GTI did that last year. Turned out the splines on the drive shaft where it connects into the PTO were worn down to the point the engine wasn't turning the driveshaft under load in the water
I had a chalky faded 2001 GTI. I took an polisher/sander... foam pad and Meguires ultimate compound. Did the whole thing and it looks new. Went over the decals too and they deepened in color as well.
If its like my 2001 GTI you can rotate the PTO by hand or start the engine and stop it and see if you get lucky and it ends facing up

I have a follow up question to an earlier post. On the parts diagram for my 2001 GTI it shows two o-rings on the drive shaft between the carbon ring and the seal carrier ring. Where do they go exactly and how do they stay put. I didn't notice any taking out the driveshaft. Thanks
