Check the fuel pump diaphragm on the carb, check for vacuum from the pulse line. If it starts with a little starting fluid. It's definitely a fuel issue.

Each side is different,the short thread, also a little thicker goes through the transom. When you remove the older cable your will notice the variance between the bolts as well.
