Pulled the motor out of the VTS housing and it was locked up. I had a new one on the shelf so I threw that in. Now only if I could find the location of that 7.5 amp fuse.
When ever I press the VTS button I hear a click sound coming a relay, so I open up the front electrical box to look for the 7.5 amp fuse and there isn't one. I'm only see 2 5 amp and 1 15 amp fuse in my front electrical box. Where is the 7.5 amp fuse that controls the VTS located?

It's probably the engine, otherwise the seller would have fixed it. There's no way to know without removing the jet pump and seeing if the engine turns by hand. It boils down to how lucky you feel? :) Unless the jet ski is really cheap (few hundred) I would pass on it.
