The boat is in good shape but needs both motors rebuilt/replaced. A trailer is included. I had a shop that was going to do it but he was screwing me over. Took the motors out and didn't do anything else all last summer. I've done a lot of work myself. Replace both steering cables, wear rings...
Not to argue but why would you jumper pulse and constant? Seems you wouldn't hear the pulse over the constant anyway and that may be killing it prematurely.
No problem. It's cheap and does the job. I've used it before for other stuff besides pipe insulation. I think I even used it FOR pipe insulation once or twice lol.

The oil tank was removed before I got the boat. Both motors are being replaced as we speak. Supposed to pick it up tomorrow. I'm sure he knows to put oil in the engine for the rotary gear but I'll make sure he does.
He also said he is draining the gas tank and refilling it.
What about some of that foam pipe insulation? It comes in different diameters. Cut a few pieces to put where it rubs.

Also, there is a rev limiter when in neutral (about 3K). If you're in forward and it still only goes to 3K you may have a bad neutral safety switch. See if you can start the motors in forward to confirm. You should get a long beep and it shouldn't start if the switch is good.

BTW bad carbon rings will cause cavitation (the slipping you are talking about) and water in the hull.
First of all it looks like your carbon rings need to be replaced. Those rubber sleeves should be tight. If they are real squishy I would replace them. Sometimes you can get away with tightening them up by loosening the clamp in the bottom of the picture and push it towards the engine a bit. You...
