Default Adjusting Throttle Cables Challenger 1800 dual rotax 787's

How do I adjust Throttle cables?
Throttle levers at helm are all the way down but boat revs high and I noticed that the throttle screw is not making contact with throttle adjustment (lever) at mag side of carb. Seems I need to adjust throttle cable to put pressure on throttle screw to gain some adjustment. When I move throttle lever at carb manually engines idle at 1800 rpm in water which is great.

I do not want to touch the throttle at the helm because the screws in the plate for the controls have broken in past and touching them again will lead to disaster.
