So just picked up 2004 utopia with 250hp. Boat revs on trailer. But when put in the water won’t rev past 2500 in forward. Idles perfect and reverse works perfect. Just forward won’t rev past 2500. Has no beeps or alarms.? I’m lost. Could it be the throttle guardian?

Hey need some help. I’m getting a 2004 utopia with the 250hp. The issue it’s having is once hit about 2500-3000 rpm it’s like it hitting the rev limiter. Any suggestions would be great. I was thinking may something in the impeller. If it’s wear ring how much would that cost to repair.
