Always try changing plugs, although this seems too severe. Any codes ? Is fuel fresh ? Sounds like a possible fuel issue.

I agree with ski-d00, don't be in a hurry to pull engine. If you get it clean oil leak should be easy to find.

Those plugs look awful, like maybe it got water in the engine. I cannot tell if you are hearing starter or relay. Seems like you should be able to turn it over with plugs out. New Starter might be stuck. New jet pump might be stuck.

Please elaborate on how you measured resistance to ground. Guessing, the OPS signal probably connects to a pull up resistor, so how you measure matters. Measure the resistance of old OPS by its-self probably closer to zero.

If engine is fine, then possibly the momentary "driveline vibration" caused damage to driveline / pump assembly / bearings / wear and even though does not seem to be laboring is eating your 1k rpm.
