xp carb wont close

99 xp limited. the carb will not close all the way, wont rest on the idle stop screw, which in turn the machine will not idle. i can force it and bring it to an idle. not a cable adjustment i dont think because i disconnected the cable mount and same problem.

So is it binding on something? If there is no cable connected I cannot see why it wouldn't close? Is the spring binding?
